John C. Fetterman, Deputy Executive Director, National Association of State Boating Law Administrators

Major John Fetterman joined the National Association of State Boating Law Administrators (NASBLA) in January 2010 as the association’s first Director of Law Enforcement. In this capacity, Fetterman works to integrate and coordinate law enforcement programs within NASBLA and to expand the nonprofit organization’s resources for the maritime law enforcement community it serves through education and consulting services.

A native of Pittsburgh Pennsylvania and a graduate of the University of Pittsburgh, Fetterman worked for the Maine Marine Patrol for 32 years. He began his career in 1977 as a field officer. By 1982 he transferred to the Aircraft Division and was promoted to chief pilot, flying some 15,000 hours in multiple aircraft. In non-flight duties, Major Fetterman also supervised the Bureau’s Special Services where he focused on safety programs within both the recreational and commercial boating communities. In 2001 he was promoted to Deputy Chief and he served as coastal Boating Law Administrator (BLA) for the state of Maine until December 2009.

Major Fetterman was an active member in the Maine Emergency Management Agency’s Emergency Response Team and the Sector Northern New England Coast Guard Executive Steering Committee. He served as project leader for Maine in drafting the “first in the nation” Memorandum of Agreement (MOA) with the U.S. Coast Guard on the enforcement of Safety and Security Zones. The recipient of numerous awards and recognition Major Fetterman holds the Distinguished Public Service Medal above all others, awarded by USCG Vice Admiral David Pekoske in 2010.

As Maine’s coastal BLA, Major Fetterman served NASBLA in several key positions; Chair of NASBLA’s Homeland Security Committee. Elected to the NASBLA Executive Board, as a member-at-large in 2005-06 and served as NASBLA’s President in 2007-08.

Awards: USCG Distinguished Public Service Award, Harvard Kennedy School “Bright Idea” Award, ASAE Power of A Gold Award, Maine Legislative Proclamation 2009, Maine Commendation Medal, CLEA Officer of the Year,  1994.

 In June 2006, he was appointed to the U.S. Coast Guard National Boating Safety Advisory Council and served two three-year terms. John is currently serving on the Department of Homeland Securities “National Maritime Security Committee”.

Major Fetterman and his wife, Cathy, live in Augusta, Maine, and have four grown and married children and five grandchildren.
