Achieving Maritime Domain Awareness: Government Working to Release Architecture Plan and Functional Standard

“Maritime Domain Awareness (MDA) is the effective understanding of anything associated with the global maritime domain that could impact the security, safety, economy, or environment of the United States. MDA is a key component of an active, layered maritime defense in depth. It will be achieved by improving our ability to collect, fuse, analyze, display, and disseminate actionable information and intelligence to operational commanders.” --The National Maritime Domain Awareness Plan, 2005

Consider these facts:

   • Cargo ships carry more than 90% of the world’s trade

   • At least 20 million containers are currently traveling across the oceans right now

   • About 21 million travelers cruise in any given year

That’s a lot of ships, passengers, and information to keep track of. Effective information is critical to ensuring the security, safety and flow of commerce via the world’s waterways. And that’s why developing an architecture plan to manage the flow of maritime information is critical.

More than 10 years ago, the National Maritime Domain Awareness Plan outlined a path forward to ensure accurate information, intelligence, surveillance, and reconnaissance is shared on all vessels, cargo, and people extending beyond traditional maritime boundaries.

That plan called for the development of an “open architecture for data sharing, with governance standards for web-based information storage access,” which is currently in final review stages and being coordinated by the Department of Transportation’s Maritime Administration (MARAD).

Additionally, the PM-ISE is working with the Department of Defense (DoD) to advance a common Information technology architecture or functional standard based on DOD’s Global Information Grid, with an information assurance component supporting the access and sharing of information across classification boundaries.

Both the architecture plan and functional standard are expected to be released by the White House by 2016.
