Captain Angel Montanez, Principal, Mass Maritime Marine

Captain Montanez is the principal owner of Mass Maritime Marine. He maintains a U.S.C.G. Master Mariners License of unlimited tonnage upon any oceans and a U.S.C.G. QMED / Junior Engineers endorsement unlimited horsepower.

A subject matter expert of the maritime industry with over 33 years of experience in both the recreational and commercial marine industry conducting marine surveys, training of all types, and consulting, he is a 1981 graduate of Massachusetts  Maritime Academy and an  accomplished, “Master Mariner and Marine Surveyor”.

He is the recipient of Eight Commendation Medals for having served in the Merchant Marine during the Persian Gulf, Middle East, and Far East engagements:  Dessert Storm, Dessert Shield, Liberation of Kuwait, Afghanistan, and Iraqi Freedom.

A lead facilitator in obtaining U.S.C.G. and DOD vessel security plans, he has trained ships crews and others in antipiracy measures, small arms, use of deadly force, tactical maneuvering, bomb search, baton use, crisis management, crowd control, CBRD, warning shots, and both IED’s and VIED’s handling. Captain Montanez has 33 years of experience upon various delivery vessels to the likes of Bulk, RO/RO’s, Product Tankers, Container, Lash,  Stick, and  LNG vessels along with several years of conducting high tempo anti piracy operations  with a helo squadron and a joint task force of special forces.

In 2011 his company provided the Boston Police Department Special Operations Division (SWAT) with a tailored course in vessel familiarization, vessel awareness, and security tactics and in 2012 his company completed a deliverable, “TRAIN THE TRAINER” program for the Boston Fire Departments’ Marine Unit. Capt. Montanez  also served as their project manager, marine surveyor, and subject matter expert during the  run up of this high-speed fireboat. December of 2013 marked the end of an 8 year appointment on the Boston Area Maritime Security Committee yet Capt. Montanez has remained active in many sub committees and work groups such as: MSRAM (risk analysis work group), FY 2009 to 2013 Port Security Grant Programs, Area Maritime Security Planning, LNG / Yemen work group, Port Wide Risk Management Mitigation and Trade Resumption / Resiliency Planning, Port of Boston Unified Command Center Planning, UTP Work Shops, Working Group to seek out the technical and coordination side of the DNDO-MPA Office to form a Rad/Nuc Permanent Advisory Committee, Boston Intermodal Security Table Top Exercises, U.S.C.G. Salvage and Port Recovery Team, Commercial Port Operators Group, and MIRT Strategic Planning groups.

Currently he serves on the National Navigation Safety Advisory Council (NAVSAC) and   is a member of Congressmen W. R. Keating’s, (D) MA. Federal Fishing Advisory Board. He is the Vice Chair of the Massachusetts Bay Safety Harbor Committee and Chair of the RADNUC Permanent advisory group.  A Massachusetts Boating Safety Instructor with the MEP and a member of the U.S.C.G. Auxiliary Division 12 – 3, he also serves as the NE Regional Rep and Strike Team Leader for Resolve Marine Corp. (fire and salvage).
