LEXINGTON, Ky. (Sept. 17, 2014) – The Tactical Operators Course developed under the National Association of State Boating Law Administrators’ (NASBLA) Boat Operations and Training (BOAT) Program has been approved for inclusion in the Federal Emergency Management Agency’s National Training and Education Division’s (NTED) State/Federally Sponsored Course Catalog.
A review was conducted of the course materials based on the completed template, the completeness of the materials submitted, and the content, to determine that the Tactical Operators Course (TOC) meets the required NTED standards.
In the Course Evaluation, Observations, and Findings document, the Federal Emergency Management Agency found:
The course units/modules are in a well organized flow from Module 1 explaining maritime threats, economic effects of a seaport disaster, and the need for water rescue teams and security zone protection units, through Module 5 where standardized pursuit tactics are needed as well as subject such as methods to mitigate dangers related to high-speed pursuits. The course content is very appropriate for this level of training. All of the modules bring together information to support the course goal.
“Overall this is a very good course,” commented the FEMA Course Evaluator “The course goal is ‘to provide students with the skills required to effectively functions as members of waterborne response teams and/or security zone protection units in the maritime.’ This course certainly does that.”
NASBLA CEO John Johnson said of the approval, “This is another milestone for our BOAT Program’s Tactical Operators Course. Already recognized by the U.S. Coast Guard (Course Code 502292), this course provides high-quality training to the maritime law enforcement and emergency response communities and NTED approval further validates the value of this training.”
NASBLA’s Tactical Operators Course is designed to enhance capabilities of students with the knowledge and skills necessary to appropriately react to threats in the maritime community. Training offered is the same tactics, techniques and procedures that the U.S. Coast Guard uses to train its boat operators and will ensure seamless integration into security operations among federal, state, county, local and tribal maritime law enforcement officers and agencies.
